Architecture decisions (ADRs)

Decisions and their reasons. Append-only: a later ADR supersedes an earlier one. The list with one line per decision is section 9 of the architecture; mise doccheck fails when an ADR is missing there.

- **Technical Context**: app and spec files it touches
- **Quality goals affected**: the goals from architecture section 10 this helps or costs, and how (ADR 020 and later)
